Nether Pads are pretty much what you think, lily pads in the nether, but they are red/orange and they only work on lava. They would turn water into cobble when placed and they would be gone. They could be used for even more extreme lava and lily pad parkour. Also, it would be nice to have some sort of orange flower in the nether so that you wont need to find yellow ans orange flowers to make dyes.
The prefix Nether- is overused. Why not use Obsidian Pad instead?
They would generate sometimes in Overworld Lava Lakes, but quite common in the Nether. (Or maybe, not so common but seems like it due to the fact that there are so much Lava giving more chances of spawning)
These are not explosive resistant like normal Obsidian does but it is because they are thin and not as strong as the full block counterparts. Also, they can be mined by an Iron Pickaxe as well, but will take 10 seconds.
I support something of this general idea, however I don't really think a plant/fungus would work too well. Maybe some kind of plate-like stepping stone would work better.
