The redstone block is quoted as being a "redstone torch, but pushable by pistons" However, I was disappointed to discover that one key (to me) feature of redstone torches is missing: The ability to turn them off, thereby allowing inverters.

Can you give me an example of an application for a turned-off redstone block? I can't think of any use I'd put that feature to.
You could do everything you can with torches currently with them then, like inverters, AND gates etc. Plus, it might help me make a self propelled flying machine!
That's not very intuitive, you have a big red block you expect it to emit an output all the time, a feature like that is going to be very confusing, specially for new players.
One of the reasons redstone block was included was to be able to put redstone sources underwater.
Unless it is in a capsule, it would not even make any sense at all. Redstone Dust is washed away by water. Having the Redstone Block work properly when touching water is just nonsense. (Hey, why not add Redstone Capsules?)
It's a bit late to add this to 1.5. Just as a note. But I really don't see why this is necessary Why use a redstone block to make the things that a redstone torch can already do. The redstone block is meant (as far as I can tell) to fill the gaps that redstone torches can't due to already in place vanilla mechanics.

There now we have Water Detectors, plus an Off-State Redstone Block.
That is why it should be done by using water. Now we have water detectors and off state redstone blocks without adding too much
