Here's the issue with Withers. I get that they're endgame content and all, but at the moment, collecting skulls isn't hard. There's no challenge to it in any way at all. Find a wither skelly, click a few times and its over. The problem is in the process. At the moment, they are so rare, and so weak that getting to the wither fight just takes a long time with no challenge. Getting to the enderdragon for example is balanced. Both mobs you need to kill are hard to fight and need some sort of strategy, ie. Get your back to a wall (enderman), get fire resistance (blaze), etc. Not just run around the fortress for hours and swing a looting sword like a maniac when you see a wither skeleton. I think to make this more of a challenge, withers need to spawn more and will need some tactic the player has to overcome. Here's a few possibilities:
-The wither skeleton is a bit faster than sprint speed making it very hard to fight one and maneuver around the thin fortress bridges with all the other threats
-The wither skeleton's sound is quieted and their ai is changed so they try to stay behind the player, and if seen will charge
-The wither skeleton can see withering players from much further, so if one hits you, more will come after you
I think these would add a lot more strategy to skull gathering, the player would need more than just looting enchantments and may want quite a few potions before going into battle. I'm not asking for the drop rate to be higher or anything like that. All I want is for spawn rates to be higher and for wither skeleton fighting to be more challenging.
I already have an idea that addresses this exact issue, and it has already received a fair amount of support (285 so far).
So why make all those changes to Wither Skeletons that would take a while instead of just moving them out into the Nether? It would make them more challenging, as they would be everywhere and you would have to avoid lava and fire while fighting them. Additionally, making them spawn about as commonly as Endermen do in the overworld would allow you to fight more in a shorter amount of time. Click on my signature to see more.

There is no reward from the enderdragon. And it already is hard, but not in a good way.
