spots you underwater, It will dive and when it reaches the player, it will explode although blocks underwater can't be destroyed by explosions underwater. It would cool just like the new mob AI improvements.

That's not exactly an "improvement", just an added feature. I personally wouldn't care if this was implemented, but I still think it'd be too much. They have their infamous destructive nature, semi-silence and immunity to sunlight, so an extra buff to Creepers might not be the best idea.
I wouldn't mind this, but it isn't too great of an idea. Besides, what are the odds of this happening anyways? I've spent a lot of time in every biome and I can only think of a handful of times where I was underwater and I had a hostile Creeper above me.

exactly the same both guys above me said. and indeed, the first sentence does not make sense. you are saying as if you implented the idea into mc. overal, no support. it would be rather easy to lure a creeper into drowning,
By the way the lure part. I forgot to add the part were the creeper is supposed to go up when it's drowning. And sorry for the writing errors.
Nope, I have a nice underwater base, and it'd be a shame if something were to happen to it.
Seriously though, there need to be a few places of relative safety, and air and arrows are enough to worry about at the bottom of a lake without Creepers coming down too.

Not to mention the Supercharged aspect they can gain from a lightning strike. However, it is very rare.I do like this idea though, it would be interesting to see a scuba-diving creeper.
