Here are a few new enchantments that would make a good addition to Minecraft, for various reasons:
Quickdraw:
Item: Bow
Effect: Increases the speed at which the bow is drawn. At level one, the bow is drawn 20% faster, increasing at the same interval up to a maximum level of 4, where the bow draws 80% faster.
Parry:
Item: Sword
Effect: Decreases the ammount of damage dealt while blocking. Each level increases the ammount of damage blocked. At level one it is increased by 50%, and each level increases by 20%. It caps at level 3, with a 90% damage reduction (added on to the previous blocked damage)
Pierce:
Item: Sword and Bow
Effect: Allows an attack with the enchanted item to decrease the effectivity of the armor by 50%. Against unarmored foes, the item will simply deal double damage. The enchantment caps at level 1.
Maime:
Item: Sword and Bow
Effect: Slows the target for 3 seconds per level of enchantment after hitting them.
Speed:
Item: Legs
Effect: Increases the speed you move at.
Arrow-Reflect:
Item: All pieces of armor
Effect: Has a 20% (+20 per each additional level, capping at 3) chance of fully deflecting arrows back at the attacker. When hit, if it is reflected, there will be a short flash of light, and the arrow will sail back through the air, with the same speed and damage. The arrow will be aimed where the attacker was when the arrow was shot.
Parry - Rethink limits, even 10% per rank would be alot of defense if the effect caps at V or even IV. if allowed to stack additively with the innate effect of a Parry, a lvl V would be 100% already with just 10% per rank.
Pierce - Remove Damage bonus vs unarmored and make effect only alter interaction with armor. Math the 50% to be non additive, halving the effect of armor with the enchantment, no matter how high the armor is. (would prevent Negative armor values)
Speed - As long as its in micro increments, like 5-10% it would be ok. Ideal cap would be III for a ideal 15-30% movement speed.
Maime - should be similar to speed in fucntion, but could more easily support the 10% per level nature (would actually be a nice addition since slow potions are currently a major bust)
Quickdraw - Good, but I think the draw speed for each level should be brought back a bit. Parry - Good, but again, the numbers are a little overpowered there for each level. Pierce - Very, very overpowered. "Sharpness" already does this, and would be even more overpowered if a sword has both Sharpness and Pierce (if that was allowed). Maime - Eh. I think this ruins the point of the Potion of Slowness. Speed - This is what the Potion of Swiftness is for. The swiftness potions + these enchanted leggings could turn you into a human bullet. Arrow-Reflect - I think just "Deflect" or "Repel" might work better here. Does this work with Ghast/Blaze fireballs and thrown potions from Witches? This one sounds like the most fun to me, regardless of balance.

Overall, somewhat decent ideas.
