My suggestion is a burning stick that can be used as a primitive, combative form of flint and steel and operates similar to it. The crafting pattern in mind is a torch above a stick, where the torch is not consumed. The durability would be a one hit use with the attack function, igniting any mobs or flammable blocks akin to a sword with fire aspect. The use function would throw the stick, where it would break on contact and ignite whatever it hits. And it would be unstackable.
The main use I see for this weapon is to make starting out a bit easier. It would boost overall damage against hostile mobs and help to take care of creepers. You'd also be able to get cooked food faster.
The only downside I can think of is the danger to the enviornment and flammable structures. A throw gone awry could easily start a fire.
Yeah, it would be much simpler to give the torch a similar function. But it wouldn't be throwable. Just make it to where left clicking a mob/player sets it on fire and consumes a torch.
