Currently, villagers don't seem to care about their house burning down. They ignore it or stare at you burning their house down. They don't run to the blacksmith to have him craft a bucket. They also don't run to the well with that bucket in their hands, and fill it with water. Then finally, they don't rush over to the burning house and place the water bucket on the flames.
No, they just stand there and lose a house.
What I'm suggesting is:
-have villagers detect fire, only within the vicinity of the village, nearby them
-once they detect a fire, they rush to and alert the blacksmith
-once they're at the blacksmith, both the villager and the blacksmith rush to the forge
-at the forge, the blacksmith will "craft" a bucket and give it to the villager
-once the villager has a bucket, it will hold it in the crossing of its arms
-then they run to the well and fill up the bucket
-with the bucket of water, they run to the fire
-they empty the water on the fire, which creates a water source block at the fire location
-after a second, they pick up the water with the bucket, and repeat the water placing process
-once all fire is gone, they empty the water bucket back at the well, and return the bucket to the forge
Possible Additions:
-if there's a chest at the forge, the villager will place the bucket in the chest
-if there's a chest with a bucket at the forge, the villager will simply run to the forge and grab the bucket; instead of having the blacksmith craft a new one.
Consequences for Players Burning A Village and Stealing:
-if a player uses flint and steel at a village, nearby villagers will dislike him more and the iron golem will attack
-if a villager dies by fire, the last person disliked for flint and steel use will be disliked more
-it'd be neat if villages had jails, but that's a different idea entirely
-if a person steals from the forge chest, the blacksmith will refuse trades with the player until the items are returned. (the player will also be disliked more)
I just had this idea when I was playing Minecraft on the Xbox with a friend. He was placing lava on a creative mode village while saying "Call the Fire Brigade!", which got me thinking "There is no Fire Brigade! They can't defend their land!". Thus this idea was born.
I was actually going to just forget about the idea and never post it, but I shall post this for the benefit of all.
Good idea, but one thing, they should just try to pat out the flames if the fire is still in a 4x4 area and only use water when the fire is bigger than that(It dosen't make sense to dump water all over the place just for one flaming tile)

hmmm... the villagers could go recieve fire protection enchantments/leather armor from the priest and return it afterward. using the chest system previously mentioned for the forge
I wouldn't mind a mob that could put out fires, but giving this ability to villagers might be extremely awkward. I say that because we've had non-active villagers for a long time, so suddenly adding this charismatic new villager who grows a pair and puts out fires might be very out of place. I'm not bashing the suggestion, but these new villages are a little too situation-specific and would require a lot of programming to make them collect water and use it correctly with proper path AI.

As desert villagers aren't made of wood, they wouldn't need them, but maybe snow golems to put out fire for em? A LOT less complicated, if it was just coded that snowballs put out fire and snow golems shot snowballs at fire, it would work fine.

And plus, Snow Golems wouldnt make sense outside Snow Biomes especially in warm climates like in Plains biomes where regular Villages are.
Maybe a Priest Villager could throw a Splash Water Bottle (I dont know...make them possible to make for use as a (16) stackable item which can damage Blazes and Magma Cubes?) at the fire?
