Your water-breathing gamerule would be pointless to add, there's already a potion effect that does that.
Mobs and hunger is not really needed, its just like playing peaceful mode but you lose hunger; and they already have a gamerule that stops mob spawning.
Fall Damage and hunger would be good though.
Fall Damage could make a lot of parkour maps awesome.
But I don't think your hunger gamerule is realized to its max potential; how about {/gamerule hunger false} makes it so you can use the old hunger system from 1.7 and before (Where food fills health instead of hunger)? That could potentially make maps more interesting and also make all those people whining about how Mojang changed hunger shut-up!

I don't think we need a gamerule that combines two existing gamerules. The game already lets you gamerule mob spawns; if we get the ability to gamerule hunger then we don't need Mob&Hunger.

Similarly, a rule that turned off lava damage and a rule that turned off fall damage would also be great... as would one that turned off void damage (or, if you hit the void, it'd count down 8 seconds and teleport you back to spawn, all your inventory intact).
But I support these gamerules being accessible from an options sub-menu. You should be able to tweak all your stuff there without having to know how to use chat commands, and you should be able to set certain defaults:
A default that applies to all existing worlds;
possibly, a default that applies to all new worlds created after this point;
and a set of rules that applies to this specific world (overriding your general defaults).
This would make the game a lot better, in my opinion. It'd allow players to craft their own play experience with a much finer hand.
And it would finally allow me to say that my worlds have hunger on even in Peaceful, which'd be really nice.

Use: To spawn mobs but doesn't Drain Hunger. When eats food it refills your Health Bar
