If I remember correctly, I remember hearing that Eloraam, the creator of the Red Power mod, actually said that with the current lighting system just haveing colored lamps was actually a bit of a pain. And colored lighting would likely be a nightmare. I think I heard that on Direwolf20's mod spot light for RP2 pre6. But with the new lighting that is going to be in 1.5 who knows, maybe it wont be so hard to do.
Humanity is the creation of Logic and Emotion, Calculation and Imagination, Cold Analysis and Blind Faith. This is why I believe it is a strange Human that would prize one while shunning the other. For a calculator can do math just as well as you, but a calculator can not use math to make the world a better place.

Don't redstone torches give off a certain color of light based off a png file?

If that's the case, it shouldn't be hard to code.
I don't know if they technically give off a different color of light. I think it just looks that way because they don't give off as much light as a normal torch so everything looks a bit darker. But I'm just going off of what I remember from Direwolf's video when he mentioned something about it. So my knowledge is simply hearsay.
