Instead of gravels having 10% chance of dropping flint, gravels have to be smelted into flint.
I'm frustrated with gravel occassionally dropping flint. There's time when I want to smooth the gravel road but when it drops flint, I have to make a beeline to pocket of gravel, harvest 1 or 2 gravels, come back to the road.
With the new changes, it will solve the problems. People will be able to manually convert gravel to flint. Process can be reversed by placing a flint in crafting grid and this will result in gravel.
This can save time, as having to place gravel, breaking it, and doing it repeatedly until flint drops, is a waste of time.
I like the idea of smelting gravel into something, but not flint. I'd rather let gravel continue dropping flint sometimes, that way a smelting idea still has availability.
I'm not sure I'm onboard with the following suggestion. In reality, flint is formed through pressure, not heat. Then again, a game that matches reality as much as possible is less fun than an imaginative game that breaks from the rules of reality.
My point is that it doesn't seem to flow with the nature in Minecraft, and the suggestion was made out of an annoyence for a mechanic.
Note: If you dig up Gravel with a tool containing the "Fortune" enchantment, the chances of obtaining Flint increases to the point where you'll get 1 Flint for every block.

Wait, if you are also suggesting that you can turn Flint back into gravel, why not just suggest that? It fixes your problem, keeps it time consuming to get a bunch of arrows unless you have a Fortune tool (which is good, being able to make large amounts of flint quickly could be OP, considering how easy it is to get arrows and that making it even easier), and keeps the Smelting recipe open for something else.
No support unless you take out everything except crafting Flint to Gravel, as that is the easiest way to solve the problem and doesn't impose on the rest of the player base.
