The BUD switch was originally a bug,use to detect block updates.They are very useful,but is created using glitches and other stuff like that.With the redstone update the BUD can actually added,crafted like that:
Iron block = Nether Quartz Block
Moss Stone = Redstone Ore
The nether quartz seem to be a advanced redstone thing,like it is used to craft the daylight detector and the comparator,all actually detectors,and the redstone ore actually detect when you walk in it or place blocks on it.The ore will be modified to send a redstone pulse when walked over or placed blocks on it,but it actually don't detect other things like furnaces or beds.It's reallyhard to get because is powerful.To get the redstone ore you need the silk touch enchantment.
Wouldnt a redstone block be better? Silk touch is random, after all...

I have two silk touch books in 27 book enchants. It's not that rare. I like this, I've always wanted them to consolidate BUD switches into a single block. I'd prefer glass blocks to glass panes though.

Blocks not updating is a glitch in itself, so no, this is never going to be added.

Yes but once you get a silk touch enchantment you can preserve it for a long time. Besides, it isn't that rare.
