If 4 string can make 1 piece of wool, shouldn't the reverse work and 1 piece of wool makes 4 pieces of string? Also...wouldn't that just make sense...spinning wool together into a long string/thread?
The problem is that it causes an imbalance in how easy string is to obtain. Currently, the only way to get it is from Spiders (barring chests, etc.). Adding the ability to get it from wool (and by proxy, Sheep, which don't fight back and are a very plentiful source of wool) marginalizes the rarity of string.
I think the better question is, why bother having string make wool when it's clearly a raw deal?

Mainly because sometimes there aren't passive mobs for miles... or, some jerk in a server got rid of/ captured them all.
