You should elaborate more on the reasons for this and how it will better the game. Until then I won't be for or against it.
The purpose for this was to make PvP maps, mob arenas, adventure maps, etc. more realistic. Many people use potions for maps like that. So my primary purpose is to remove those potion swirls. The current option, I presume, is only from the client side and not for servers that run adventure maps.

It is added already, particles all, decreased, and minimal. If you are talking about no particles what so ever, including ones from blocks, they should add a "off" option.
