You know that glitch where if you put a comparator next to a dispenser and gave the comparator a redstone signal, the dispenser would fire like a machine gun? Well that's been fixed, so I propose a new block in light of the themed Redstone Update, the Ticker!
The Ticker, like any other redstone 'device' has one input and one output. By default, the ticker will send a redstone update every other tick (redstone ticks, aka 2 game ticks), but right clicking will increase the time between updates by one tick, up to 4 ticks between updates.
If the Ticker has a redstone signal sent to it, it does the updating. If there is no redstone signal being sent, no updates occur. However, this block also has repeater locking functionality, where if you send a redstone signal to the side, it locks the state of the Ticker.
The Ticker's recipe goes like this:
R T R
Q C Q
S S S
R = Redstone
T = Redstone Torch
Q = Nether Quartz
C = Comparator
S = Stone
Any ideas for changing? I rarely do suggestions, so yeah.
You can just make a rapid pulser and hook it up to the dispenser to make a machine gun.
Correct me if I'm wrong but didn't one of the recent snapshots nerf redstone torches so that they didn't respond to pulses that were shorter than two ticks? That would pretty much render a rapid pulser useless.

I did too, until I saw in the bug tracker that this 'feature' has been 'removed.'

Yes but the point of this is so you can make really compact multi-barrel machine cannons or something! xD
