I know that texture packs now have more flexibility, but what if you want to change the sound, not the color? This is my solution: say you don't like the music disc "cat". So you would record, let's say, a kitty mewling, and then you would upload it into your computer. Mojang would set up a file that contains all of Minecraft's possible sounds, then you could copy-paste the your sound file into the "cat" music disc, and viola, when you play the "cat" music disc, you would hear a kitty mewling.
While it is possible, every time I have tried to mess with the sound it is pain in the anus and doesn't even work well. This would make it much easier. Support.
Note: The sound files, unlike the texture files, are outside the minecraft jar file, in a sound folder. I'm not sure how this would affect it.
This is already entirely possible. Most of the sound files are incorporated into the resources folder of .minecraft. So all you have to do is make the new sounds, give them the same name as the original sounds, make the same folder tree, and you have made a sound pack.

However I do support your idea.
It could potentially make modding a little easier audio-wise and could also allow the creation of soundpacks that match a texture pack.
