The sorter would be a new block, crafted like (replace the iron with a hopper). The sorter would look like a hopper, but it has funnels out of every side except for the top side. Once you open it, you would see a GUI that looks like .
The sorter would take any item dropped onto its top, or any item in a storage block on top (taken out of the storage at the same rate as the hopper), and spit it out in a certain side, just like the hopper. The side the item comes out on is based on where another of the same item is in the sorter. If it is in the top set, the item comes out on the north side. If it is in the left set, it comes out on the west side. If it is in the bottom set, it comes out on the south side. If it is in the left set, it comes out on the east side. If it isn't anywhere in the inventory, it goes out the bottom. If the item is in multiple different inventories, it randomly picks one of the sides to go out. If an item gets put into it by a hopper or sorter from the side, it goes into that side's inventory. If it gets put into the top, it gets sorted and goes out the correct side.
If a solid block without storage is where the item is supposed to go, it sits on top of the sorter. If a block with storage is on the side where the item is supposed to go, it gets put into the block's storage, just like a hopper. If there is no block where the item is supposed to go, it gets dropped out with the same velocity as if the player dropped it.
Also, the sorter doesn't empty out all of a certain type of item inside it. For example, if I were to put 2 stacks of 64 carrots in the south side of the sorter, the sorter would not spit out all of the carrots, but instead leave 1 carrot still in there.
If I put 2 stacks of 64 pumpkins in both the north and south inventories, each inventory would end up with one left. If I were to then put a chest on top, half of the pumpkins would go out the north side, half of the pumpkins would go out the south side, and everything else would go out the bottom.
It can also be crafted with a minecart to get a sorter within the minecart. It collects items and spits them out like a sorter, but it ignores any items not in its inventory. The sorter minecart would be turned on and off by activator rails.

"I think a good crafting recipe would be 4 hoppers in a plus shape (1 input, 3 outputs), 4 comparators in the corners (for the logic, and also to detect how full the container is) and maybe a nether quartz block in the middle. The 2 side outputs are to the left and right when placed. It should also be larger than 1x1x1, as that will help limit it. As for how it would work, it would have a filter in each output like the OP said, however there should be 4 toggleable sorting modes. Exact mode, where it only sorts damage values of the blocks put into it; as an example, a grass block in the filter slot would only sort out grass blocks in Exact mode. The second mode, Narrow Association mode, sorts closely related items; that grass block in the filter slot will sort out grass, soil and mycelium blocks, or if you placed raw beef in the filter, it would only sort beef, steak and leather. The third, Broad Association mode would sort based on wider associations; the beef in that second slot would sort the previous beef, steak and leather, but also sort out all meat input into the sorter. The final mode is Systemic mode. Systemic mode sorts out all related items- the grass block would sort grass blocks, mycelium blocks, soil blocks, and anything that grows from them. That's my thoughts on the matter, sorry if it was long-winded."

I agree with dualinfinities, it is way too cheap. I agree it should use 4 Hoppers in the recipe, but the rest of his idea I am iffy on.
One thing though, if you put a Carrot in the South inventory, wouldn't it immediately not work as a sorter for Carrots once that Carrot is removed? So you would need a nearly endless stream of whatever it is you want to sort flowing into it to prevent it from being removed, or at least you need to have them coming into it faster than things are taking them out of the outputs right?
It's a good concept, but so far nothing has gotten my vote over a simple item filter in the Hopper. That just seems like the easiest thing to implement and it would work the best.

I adjusted the recipe, although I made it cheaper than you described because it doesn't quite have all the functionality.

Or, you could just, y'know, make a redstone-and-hopper based sorter. So, while this is a well thought out idea, no support.
Actually, no. The redstone and hopper sorter is very complicated, and only can sort one item per output. Not only that, it just puts the items in a chest. It can't drop the items in a water flow or anything.
Mojang has stated that they don't like complete automation, and this feels like complete automation. They would rather release a basic, yet powerful, block and have people use creative ways to do things instead of making a block that does everything.

This isn't a block that does everything. It only spits the items out in certain directions. I am sure that it could be creatively used. Also, it only sends exact items, not everything similar. Therefore, people could make mistakes setting it up that can't happen in complete automation, and discover creative ways to use it.
