I'm terrible at texturing, so I won't provide a concept image for my idea.
Simply put, I would like to propse the addition of a redstone component that recieves a signal from one side and will randomly select one of the remaining three sides (will not interact with signals from above or below) to send a signal.
The randomizer would only be able to be powered by, and send power to redstone dust or a repeater. It would not interact with anything else.
To add more random options for the redstone signal to travel simply have more randomizers connected to the redstone dust or repeater which is connected to the first randomizer.
Signals must go somewhere! The randomizer will not select an option (unpowered side) if it does not attach to a repeater or redstone dust. If you want your circuit to have a chance for nothing to happen just leave a dead end at the end of one dust trail coming off of the randomizer. The randomizer will not select an option if it is directly next to a repeater that is locked off by another repeater.
Possible Uses for the Redstone Signal Randomizer:
1. Unpredictable traps in adventure maps and multiplayer
-mazes that change their paths
-lights that come on randomly to startle intruders
-activating a random dispenser with mob eggs in it for unpredictable mob fights
2. Random events in redstone games
-Hypothetically it could lead to the possiblity of redstone with a (albeit weak) AI for redstone computers.
-In games controlled by redstone (example tic tac toe or checkers) it could give the "computer" options based on what the player has done
3. Connect it to note blocks for random tunes
-an always unique door bell
-wacky note block music
Who voted no? There couldn't be a negative outcome of this. If you don't like a certain block or mechanism in Minecraft JUST DON'T USE IT. I fully support this idea. I always wanted to try to make a mod for something like this but I honestly just wasn't cut out for modding.

Well people are welcome to their own opinion. But I do agree with you.
Thank you for your support.

Why does everyone think I don't have an avatar? Is there anyone who can see the one black pixel.
I should have posted a list of possible uses. My bad.
Thank you.
