I think they should just add sand as a monster drop. TNT looks too man-made to be found from a creeper. You could then also use that sand for glass (for splash potions, etc.)
Sand could drop from mummies, which would replace zombies in deserts.

I have to agree with you. TNT looks too man-made. Creepers should just have a rare drop of sand, or sand and gunpowder. Also that way sand is now renewable.
They already have music discs from skeleton death.Plus creepers cant pick up sand,why would it drop.Also I agree about TNT being manmade to be dropped.TNT from creepers is like golden apples/carrots from zombie pigmen.
I think their rare drop could be something called a Creeper Core, or something, which acts similar to TNT, but has the explosion radius of a Creeper. If you defeat the Wither, you can use a Nether star surrounded by 8 creeper cores to create 8 charged creeper cores, which has the same blast radius of a charged creeper. Charged creepers also have a small chance to drop this core.
Edit: An alternative recipe for the charged creeper cores could be Nether Star + Creeper Core = Charged Creeper Core, but the Nether Star doesn't get used up.

Maybe as a rare drop, instead of it outright dropping TNT it drops 4 Sand and 5 Gunpowder, enough to make one, without it actually dropping it. That would appease everyone I think.

Why do we need to overdo this that much?
At least if you did that it should be toss-able to blow up? Like toss-able a few blocks, with a fuse of .5 seconds.

I'm suggesting 1 new rare drop: TNT. The anatomy of creeper show that they have TNT inside.
Whenever a creeper is killed, there is 2.5% chance that TNT will be dropped.
This will make TNT renewable. Sand is not renewable.

What I'd like isntead is a dang rare creeper head drop!
It's a running joke that creepers have TNT inside them. They just drop gunpowder, it's not official they actually have TNT inside themselves.
