Skeleton should carry finite amount of arrows. Skeletons will spawn with 4 to 64 arrows. The amount is random.
Now what happens when skeleton runs out of arrows? They try to charge at you with their brand-new sword!
Because the ammo is finite, the new rate for amount of arrows dropped on death is 1/16 of the amount of arrows the Skeleton carry. So skeletons can drop 0-4 arrows. If a Skeleton picks up an arrow, they gain 1 arrow stock. That arrow is also dropped on death. The priority of arrows used is as following... First the arrows they have on spawn then the arrows they picked up.
Skeletons have 40% chance to spawn with sword in their inventory. They always use bows first. If they run out of bows, they switch to sword. They use wooden or stone sword. On Normal, they may have iron sword. On Hard, they may carry diamond sword.
I see you implemented something similar to what I was suggesting to add, so now I guess my reply is redundant. Only stone and rarely iron swords though.
I like this idea, would add a little balance and realism. Support.

The problem with having only 40% of skeletons having swords is that when arrows run out, they become helpless. Otherwise it's a good idea. Support if 40% is changed to 100%.
But what's that point? with a 40% chance of having a sword their practically helpless. and besides you just removed the unique thing about skeletons - their the only Overworld mob with ranged attacks.

Actually, all skeletons spawn with bows. They always use bows first.
Skeleton can meele things with or without a sword,they are not that helpless.I think a maximnum of stone sword.because diamond/iron sword are too strong from a ranged based mob,also there is 2 overwolrld ranged mobs.The witch and the Skeleton.

I think it would be easier if they just spawned with swords more often. I could live with the finite arrows, but some skeletons would become helpless too quickly.

Only if they use a cobblestone sword.

You can also spawn the Wither in the overworld.
