I got this idea from an already existing monster: The Blaze.
The Wraithe would not only look similar to the Blaze, but it would also act at least somewhat similar. Differences:
Would spawn in the Overworld instead of the Nether
Would shoot slushballs(Mix of snow and ice ball) instead of fireballs
Particles of mist would drift down from them instead of smoke when firing
Icicles would hang down from them
They would be blue/white instead of yellow/white
They would be neutral instead of hostile
Would not need spawners to spawn
Would spawn in light levels of 7 or greater
Similarities:
Both float
Both shoot projectiles
To Summarize them:
Wraithes would spawn in the overworld, in snow biomes only, in light levels of 7 or greater
They would shoot slushballs that would turn water into ice, and cover other blocks with snow(not the block, the other snow), and could slow you down upon hitting you
They would be blue and white, icicles would hang down from them, and mist would drift down from them when firing slushballs
They would float anywhere from 1-20 blocks off the ground
They would only attack when attacked, and their damage would most likely be the same as the blaze
They would drop 0-1 block(s) of ice, and 0-4 snowballs
I am no artist, so I cannot draw/paint/etc. what they look like, but I can describe it:
There is an ice-like head with icicles hanging from it and two, blue eyes, surrounded by floating icicles that are constantly circling it in a slow motion. It is peacful until attacked, at which point the speed at which the icicles are circling speeds up dramatically. About four seconds before they attack, mist begins to float down from their body, and then a ball of ice and snow(slush) gets flung at you, and can slow you down if it hits.
Reason for this monster? I think it would be cool to have a creature like this, and I think that the snow biomes are a little empty, and could so with a little company. Anyways please comment, and leave your thoughts.
In theory. I must admit, I did not think of that. Thing is, the point of this monster is partially to have a day-time monster so you don't get bored during the day as much. This also made me think, there's the problem of underground. They would be annoying down there.
I think it should only spawn in snowy biomes, and then, only rarely. Semi-support.
Changed post to add that. (See, I was thinking at the start that it should only appear there, but I wasn't sure if the 'public' would like it. Seems like it though, so yeah)

Yes, it is like it, but it's not the same.
EDIT: Okay, they're not that alike, actually.
