When I played in Beta 1.7.3, there was a mob that looked exactly like a player (Minecraftwiki Article), but unfortunately it was removed later (I think it was just a test mob?)
However, I thought it was a good idea to re-implement the mob which would be very useful for mapmakers. This would be even more useful if you combinate it with the new nametags in The Redstone Update.
I don't think it should spawn naturally because so many Steves look just ugly...
I'm sure it's not too much work adding it because the player model already exists.
It would be really nice if the mob could also have a skin (for example with an NBT tag, similar to the player heads)
It's only a small change and won't really change the normal game, however, I think it's a really nice idea for mapmakers to add custom boss fights (because zombies can't have custom skins and the arms shouldn't be rotated...).
Don't apologize, your post is very coherent. As far as your suggestion goes, I like it. I think adding tools for map makers has no real downside, as it doesn't affect the normal game. Having said that, anything added for map makers should be something people will actually use. I think the human mob is something map makers would use and as such, I support this idea.

I dont think people would use the human mob unless it has special properties. Remember: our squidwards can have custom trades with mcedit, and mapmakers use them as the people populating the area. An example would be the map "herobrine's mansion"

I have no doubt that mapmakers currently use squidwards as their people in their maps. What I doubt is that people wouldn't use the human mob in custom maps. I haven't played "herobrines mansion" but it sounds like the perfect example where the map maker would've used the human mob, had it been available to them.
Besides this is not an either/or situation, adding human mobs doesn't remove the mapmakers ability to use squidwards.

In Herobrine's Mansion there is actually a boss fight against Herobrine, however, Herobrine is just a normal zombie with some armor on. If there would be a human mob, Herobrine could have normal arms instead of rotated ones and maybe even a completely new skin instead of just a player skull on the head.

Testificates were implemented for a reason you know. Why do we need anymore NPCs, other than more types of villagers.
Did you even read the posts? The idea is to implement the "human" as some sort of puppet for map-makers, nothing bad in that. The point is to add a doll to set a skin on and use for special maps. The TESTIFICATES as properly expressed, seeing as their name was spelled in caps, are still the only npc you see in the game as is. So your point really does not mean much....
As to the opinions of me, I most definitely approve. even though I may not be a mapmaker, I can clearly see the potential it holds. Good luck getting it into vanilla!
I think that this is a good idea, but it can be expanded on. The steve skin could be used to make a opponent maker for maps. You could be able to change it's skin and add abilities for maps.
I'm currently working on a map involving a boss, which is Herobrine. I'm keeping the map a secret, but Herobrine is just a Zombie with armor with a Herobrine's Head, Diamond Armor, and a Diamond Pickaxe attached. However, his arms show and reveal he's a zombie. It looks bad, plus the human mob has tons more potential than it does now due to geared mobs and nametags.
