This is when skeletons are attacked and to heal some hp, They simply get a bone and they get healed.
On easy mode, The bone heals to the skeleton 1 heart, In normal it just heals 3 hearts, And in hard mode,
it heals 5 hearts. So they basically, They are repairing their bones as if they were broken you might say.
This will happen to wither skeletons too and the healing is still the same.
I'm sorry but could you explain why we need skeletons that heal themselves?

Humanity is the creation of Logic and Emotion, Calculation and Imagination, Cold Analysis and Blind Faith. This is why I believe it is a strange Human that would prize one while shunning the other. For a calculator can do math just as well as you, but a calculator can not use math to make the world a better place.
I believe hes saying that they heal from bones dropped by other skeletons you've killed (or another player trying to mess with you) but haven't picked up. Only use I see is if you left some lying on the floor of an adventure map, and somehow stopped the player from picking them up, otherwise it would be so rare an occurance that it would be pointless.

We don't want to heal the hostiles.
