In a wall it would light a little the block below it, just like leaves.
Underwater just make like any other block, it stay a little empty space in each corner without water, its not a big deal, but i'm sure notch could make that if it detects water on a side, it render water in that little hole.
Why we need them? This is a creative game, it's suppose to estimulate the creativity of the player, what best than adding new types of blocks? Besides 75% of the game its about building things, so why wouldn't need new blocks? I see amazing stuff being build only with cube blocks, with blocks like this the possibilities wold be much greater.
We also could build two floors with this and be able to watch the other floor by the holes, being possible to follow someone while you stay in the dark of the other floor, etc
I can't see this as being all that hard, as all you have to do is have an octagonal model with a cube collision area. Just an aesthetic upgrade with a few added bonuses really.
BUT YES. I could make skylights without needing glass!

i dont like this idea, i think the functionality of these blocks could be filled with normal blocks anyways. it would just be annoying and wouldnt fit in with the world.
You know, this might work, but it could have a half-block problem. Hmm, there'd need to be something like other people suggested, that water fills it in...

Well, in most newer versions, lighting propagates from light sources instead of just dark/light. This means that torches cast light in all directions. If this was implemented, Notch would need to make it only spread light through if the light was hitting it from the top or bottom, and not from the sides. Leaves let light through in all directions. See what I mean?
Adding new blocks does make for more options, but I don't know if these are worth the trouble. They'd look nice, but I don't think they're really necessary.
I'm also not sure how willing Notch would be to make a block that isn't really a block. It's a bit different from everything in the world and I'm not saying that's a bad thing, I'm just saying that the game looks like it's meant to be pretty consistent with the terrain. Ramps might come into play later to smooth things out, but this seems like pushing it.
I'm not convinced, but you'll probably find others to support the idea. As long as adding it doesn't screw anything up I'm fine with it, but half-blocks are still a thorn in Notch's side and these seem like they could be troublemakers too. Just my opinion.
