I have been thinking about possible uses for gravel. Then it hit me. Gravel is used as an aggregate in concrete. So i developed a recipe for the concrete bucket. Concrete is a mix of sand, gravel, and a binding agent (cement). i figured you can use gravel, sand, Ccobblestone and a bucket. I say use cobblestone for the cement because ground stone was used as a type or mortar in ancient times, and it is very common.
It would work like a lava bucket, only it would not set things on fire, and once a path of flow was established, it would begin drying from the bottom up to the concrete source block into smooth stone. The source blocks cannot be picked up for re-use. I am thinking this may benefit from being a multi-use item. Three uses tops. But I am unsure about that.
I am open to suggestions as to how to refine this idea. But I think the concept is sound.
Having a new concrete block could complicate things. since they would have to make a new texture for it and It would need it's own item Id and traits.
but hey, If Mojang would want to make a new block I am not opposed to it.

EDIT: Maybe it could make a new concrete block when hardened?
