What if you want to spend levels on permanent buffs?
It would be useful for character upgrades.
There are 5 buffs, each with max level of 10.
Health: Increases your maximum health by 1 heart. Cost 4 levels per buff level.
Jump Boost: Increases your jump height by 10%. -4% fall damage per level. Costs 4 levels per buff level.
Hunger Suppressant: Slows down hunger by 5%. -2% chance of food poisoning. Costs 5 levels per buff level.
Oxygen: Increases underwater duration by 1 second. Costs 6 levels per buff level.
Punch: Increases hand damage by 20%. Increases hand mining speed by 2%. -1 pickaxe level requirement at level 10. Costs 5 levels per buff level.
For example, to upgrade Health buff from 2 to 3, you will need 12 levels. Your levels decrease by that amount when you upgrade in this instance.
To max out Health buff from 9 to 10, you will have to spend 40 levels.
What happens when you die? All buff levels decreases by one, but for every 3 levels in buff, the minimum level increases by 1 so buff level won't fall below certain threshold.
Example: If you get Jump level to 10, the minimum buff level is 3 means if you die and lost buff levels and if you die again and again, the Jump level will go down to 3 but not any lower.

Punch buff is useful for mining. If you max out Punch, the pickaxe level needed to harvest stone and ores decreases by 1. That means you can collect stone and coal by hand. You can even mine diamonds with stone pickaxe. You also can break blocks by hand a bit faster. If you max out Punch, your hand does 3 points of damage, which is 1 point less than Wooden Sword.

Your level is like attribute points.
Are the buffs overpowered? No. It takes a lot of levels to max out all buffs.
The new gamerule: keepBuffs will also be introduced. If true, buff levels are retained on death. If false, buff levels decrease by 1 on death.
Why decrease by 1? Why not all? Cause it would be a waste of days if you max out all buffs and then you die and screamed "I LOST ALL MY BUFFS! FFFFFUUUUU!"
However, buff level loss is decided by difficulty. On Peaceful, you keep buff levels. On Easy and Normal, you lose 1 buff level on death. On Hard, you lose 2.
I think the cost to upgrade should be way more expensive. All it takes is a couple coal veins or Nether Quarts veins to get to 10 levels. All should increase by like 5-10 levels, and be more expensive, the more buffs you have.

Back when Mojang was about to add xp, people thought it would be for something similar to this. But when they decided xp would be used for enchantment instead, I think they sort of abandoned this idea forever. Few people would use their xp levels for enchantment if this was implemented, and nowadays I don't think this quite fits the game. I'm sorry, but I can't really support this...
I think that, should they be included, buffs such as this should have to be "purchased", maybe at an altar found inside certain jungle/desert temples, or a similar structure. And it would be one type of upgrade per altar, so you couldn't just find one altar and one mob spawner and then become a demigod after a little exp farming.
