Mountains in a randomly generated minecraft world to me, don't feel like mountains. They are just way to small to be mountains, they feel more like hills to me. With the increase in maximum building height there should also be an increase in maximum mountain height.
Mountains should now have their height increase to be in a range from 100-200 y. Also with the mountains, to add a more realistic affect to the game, there should be snow that will fall instead of rain at height of 125 y. Then when you reach a height of 150 y, there is a constant wind that moves the player and particles, further explained in the next paragraph. (so now we will have snow capped mountains). But I don't think that just a little snow is good enough. Lets also add a new type of weather when you reach a height of 175 y, a blizzard.
At 175 y we have the start of the blizzard. The blizzard is of course a massive snow storm with a little differences to it. There is a new wind affect that will blow particles in the direction of the wind and the wind will also blow to player and mobs in the direction of the wind at a rate of 1 block every 3-7 seconds (depending on what you guys think it should be). For the snow fall however, there will be twice as many snow particles on the screen as well as the snow will fall twice as fast and in the direction of the wind. So now we come to the next wonderful part of the blizzard, because as we all know, snow stacks on top of itself in a storm so lets have the same thing here. Snow can stack up to 2 layers thick which literally is just 2 of the thin layers of snow we have now stacked on each other. This snow will slow the player speed by 25%.
The next part of the blizzard is that while a player is in a blizzard, their hunger bar will glow blue, from being cold, and will decrease at a rate of 50% faster. Here is now where a set of new items come into play, wool clothing. This is crafted like any other armor except with wool and color of your choice. All wool clothing can be have its color changed with dye. This clothing when in a blizzard will change your hunger bar back to its normal color and will put your fatigue rate back to the original rate.Remember you must have the full set to get this affect, each piece of it will slightly decrease the blizzard affect but not completely. Now lets say your to lazy to make this set of armor, well don't worry, if you are within 6 blocks of a fire your fine. Now here is the next new item, snow shoes, crafted with wood planks and fencing. This then allows you to walk through the thicker snow back at your regular rate.
So now we know what blizzards are so here we go, at a height of 175, the weather will toggle between blizzard and just a snow storm, but as soon as you reach a height of 200, only blizzards are produced and the wind affect is doubled..
Reminders: This is only a weather affect for mountainous biomes and cold biomes.
The blizzards sound interesting, but I think they should be in the ice mountains. Would blocks be able to cut off the blizzards effects similar to rain? I don't think that blizzards should be around all the time. Perhaps the whenever it is snowing, a blizzard forms at the correct block height. I think it should also slowly push you in a certain direction. I however don't agree with the desert and jungle effects on the player.

Yes, if you are inside a structure then the affect of the blizzard will disappear, and i can remove the affect of the jungle and desertI agree maybe not having weather all the time but wind should be because mountains are naturally windy
I do agree that mountains should be taller and caves should go deeper because of the new building height. I also love the idea of the blizzard and snow capped mountains, but I don't think there should be a whole new set of armor just for it.
But the snow on top mountain have already been suggested since Alpha (by me hehe!). The problem is that the algorythm of the game does'nt allow to put snow on mountain, and no snow under a certain height. The biomes of Minecraft are chunk generated, so, from the bedrock to the top sky. So changing from a normal biome to a snowy biome with the altitude is technically impossible.
To make that, a new biome should be created, and even like that, the transition problem normal/snowy will be the same.
