I was pondering what else other than a Beacon a Nether Star could be used for that would be worthy of a Wither fight. This idea came up. Earthkeeper Crystals are giant quartz crystals in the real world with a lot of lore surrounding them, and so does quartz in general. It will be a non-renewable resource for the foreseeable future and Jeb just Tweeted that Nether Quartz will have a combination of both practicle and decorative uses. My idea for a teleporter has both mod and Vanilla inspiration.
First of all the crafting recipe should be eight Nether Quartz surrounding a Nether Star. This would automatically mean you'd have to fight a Wither to make each one. It would look like a large crystal or crystalline block.
Next there would be a GUI like of TF2's or the Super Mario Brothers Mod where you would select a pairing frequency, but it also requires a sacrifice for fuel like the Beacon does. My current fuel ideas are Ender Pearls (obviously), Emeralds, Diamonds, and Nether Quartz (and maybe Lapis Lazuli). This way they would all be gemstone related. You could select your frequency at any time, but activation would require payment and comfirming with a "Go" button on the GUI. The number of frequencies possible could require some thought, but should be something reasonable. One that is not placed will not be set to a frequency or remember it.
When activated it would produce a swirling vortex-like block above it resembling a Hopper with an animated texture. You would then jump onto this vortex. It would teleport you a block above the one with the matching frequency you selected and delete the vortex block right after you leave it to force you to spend again for every use. I would also like input on whether it should go between dimensions or not. The "home" and "back" commands can, but "tp" does not, showing that in regular commands it depends, so it could differ by eventual design and coding.
Just thinking of making one pair you would have to harvest 8 Soul Sand, 6 Wither Skeleton Skulls, and 16 Nether Quartz plus any fuel for it and travel time between emplacements. That should stop people from wussing out over Nether travel and really add up for the more obsessive players.

If regular is Vanilla then what flavor is your Minecraft?
Thank you so much just for that statement. I sincerely hope one day that they add a teleporter that is both useful and fair. I've seen a lot of teleporter abuse and ones that were either too simple or too hard to make. Even just balancing the recipe can be a chore, let alone how many destinations you get. (I still feel a bit jipped by the Wither, so I was also hoping to make more people want to actually fight it in straight Survival while making what to do with it more of a choice.)

I am usually not very keen on teleporter ideas, but like Frog81 said, this one is very balanced. I like how it requires you to defeat the Wither beforehand, and I also like that it requires fuel. Still, I'm not sure that teleporters would fit into Minecraft. Half support.
The reason most people don't really explore is that so much can happen between the new really distant location and their main base. Having a safe way back is often more important to people than you might think. There are a few solutions to this. Flying would be safe for the most part and they may eventually add that to straight Survival when they finally add tameable Red Dragons. This won't be for quite some time due to coding issues as I understand it. Another is a way to keep your items on death without cheats or mods. This one just may never be added. The third way I know of is a teleporter. Since you can always store your stuff and find materials on site to construct one it should be fair enough. Even the extra combat time if you didn't just bring a spare can make the experience seem more like an epic journey and really make you appreciate what you just went through. Personally I'm hoping to have a base built in every Biome and Dimension eventually (including the Nether).
