This suggestion is to give players a controllable method of using lightning in survival and creative games.
Bottled Lightning would be a new potion that players can brew, drinking it causes lightning to strike the players x,z coordinate; so the only safe way to do this would be under a roof or in a cave.
Thrown Lightning is the Bottled Lightning brewed with gun powder at an alchemy stand and works like other thrown flasks. Where ever the flask hits calls down a lightning strike on that x,z coordinate.
In all other respects lightning would behave as normal (perhaps with an exception to damage as I'm not sure how much the normal random bolts deal) they would damage mobs, empower creepers, and set fires.
I suspect that the brewing will require a new ingredient as I don't feel like any of the current in game options really feel 'electrical' enough; my ideal ingredient would be a new type of fish that is fished up, the Electric Eel (original huh?) it would be randomly fished up at about 15% of the rate of normal fish while fishing. So they won't be terribly common which should limit the potions quantity a bit.
Hopefully adding in a controllable lightning call might allow for Lightning based expansions into redstone and other 'powered' devices (golems, etc.)
Hmm...maybe. As long as the ingredient is fairly rare, it wouldn't be too OP and could be useful in custom
maps (Especialy those redstone-based boss fights).
I think its too overpowered, but not the eel idea.
Maybe you can make a splash potion for that so the lighting bolt goes somewhere other than yourself.
Perhaps instead of an Electric Eel, whenever lightning strikes there could be a chance for some type of lightning energy or power crystal to be formed, which could be mined to give the ingredients for this potion?

Also a good idea, perhaps a block somewhat like glowstone?

Yes there is a thrown version of the potion.

Perhaps servers could have a "spawn eels" option in the config.txt to allow for the chance at fishing them up or not.
