Support. As if filling in dirt craters wasn't bad enough, they have to destroy 70% of the material as well? They would still destroy dropped items, so you could still lose your stuff to a second creeper (which does happen sometimes.)
I don't see why TNT shouldn't have a 100% rate as well, given the limited supply.

I don't want either of them having a 100% drop rate, that's the risk involved with using them. But if I wanted either to have a 100% drop rate it would be TnT. Otherwise there goes most the defining aspect of the Creeper.

How about stuff closer to the center of the explosion is more likely to be destroyed?
50% destruction for adjacent blocks and 25%, 12.5%, 6.25%, ... with distance?

Much more reasonable. To my knowledge, an explosion sets off a bunch of little "rays" and if the block cannot withstand the value of the ray it will be destroyed. So perhaps if the blast resistance is higher than the ray it is not destroyed, and if it is lower than the ray it is broken, but if it is way lower than the ray the block is actually destroyed.

That would probably be the easiest thing to do. It would also add a reason to diversify the blast values a bit.

Curse PremiumThat way, if creeper exploded near your house, it will be easier to repair your house. It will be easier to fill crater caused by creeper explosion.
