Daggers in general: they would be made with a stick and either iron, diamond, or gold. Daggers have a higher attack rate than swords but do less damage. knives do more damage when crouching (kind of like a sneaky ninja).
Iron daggers: Can have a special enchantment called Sacrifice. Sacrifice would heal you slightly when you kill a passive mob but reduce durability.
Gold daggers: Cannot be enchanted but have higher damage and attack rate than other daggers but less durability.
Diamond daggers: Have highest durability and can be enchanted with an enchantment called Penetrate. Penetrate ignores some armor and blocking with swords has no affect.

You can't have a higher attack rate than something else in Minecraft (besides bows), at least not right now. All attacks are instant, but getting hit makes you invincible for a brief period. So everything you said about attack rating is meaningless.
As said, Diamond ones could possibly be OP with that enchantment, but we need actual damage stats to begin with. Also, I dislike how you set up the tiers. Gold should ALWAYS have the best enchantability because it doesn't last long. That's the point of Gold. And while I wouldn't mind some Dagger specific enchantments, no single enchantment should be limited to a tool's material tier. Certain levels of it maybe (such as Sharpness V being only on Gold Swords unless you have an Anvil) but if it is available for one material tier for an item, it should be available in some aspect on the other tiers.
No support right now due to lack of detail on damage and the wonky enchantment system with these. Also, probably not going to support regardless because there likely won't ever be a reason I would choose one over a Sword of the same Tier.

Attack rates don't matter in Minecraft except for ranged weaponry. Also, why is there no stone and wooden daggers? Everything must be kept to the basic tier system. I also think that the new enchantment is OP. You also forgot the damage a dagger would deal. Overall I'm going to say, No support.
I say we make them exactly as Balkon did with his weapon mod. A stick and one material makes a knife: these knives have about half to durability of swords and slightly less damage and receive the same enchants as swords. This means you can make effective weapons without a crafting table.
