In games I am terribly (and cannot give forth any reason why) afraid of being in water for fear of something coming and killing me and me being unable to see it. Why I can play games that use jump scares like Dead Space which I only flinch occasionally is beyond me. (If you are wondering, I am no longer afraid of the ocean in Minecraft, and I haven't been for a long time.. Simply because of the lack of content here.)
To go along with this, I was greatly disappointed by the lack of love for the ocean, even if it is terrifying to me. I started playing Minecraft right before Beta 1.3 came out, and I think it was 1.2 that brought the squids to the Minecraft world if I am remembering correctly, and I was looking forward to something that would actually make me scared of the ocean in Minecraft.
After the update that added oceans as biomes where you could have quite a few chunks all together being entirely made of water, there needs to be something else added to make these feel less.. Pointless. This being even more needed with the "giant biomes" or whatever they are called exactly, where it extends all of the biomes. This is like having the plains biome unable to spawn mobs.
To go a bit more into the point, you can look at a game that I and a lot of other people love, The Legend of Zelda: Wind Waker. This game has the ocean has a huge majority of the world, and you must cross this ocean by boat to get to the islands. However, this ocean is not only filled with monsters at night, but it also has valuable treasures, some of these even being needed to progress through the game. This is the same in Minecraft in the sense that if you want to get somewhere besides the random span of land that you spawned on that could be several hundred or several tens of chunks big, you must take the ocean. So the game is essentially making us embark on this long travel time, with nothing to do. At least traveling on land you can see interesting land masses (not as much since terrain generator changed however), caves and etc. While the ocean you see blue, more blue, some more blue.. Then a random bit of land you see on the horizon that could just be a one chunk island with nothing on it but a single sugar cane growing.
Now to my suggestions:
A Pirate Ship that can randomly spawn, much like Desert Pyramids and Jungle Temples, but in the water. You can pick whether they are inhabited by pirates (villagers, possibly with different clothing) who can offer different trading options, that are only for good loot that pirates would have, like Gold, Diamonds, Emeralds and the like, or are only wrecked debris that look nothing like the ships they once were. This ship could also introduce treasure chests (regular chests) with a new type of ore only found on the ocean floor, or in under sea cities. Which leads to my second suggestion for the ocean..
Undersea Cities that spawn on the ocean floor at a fixed depth, that then tunnel into the ground for a couple blocks, much like Villages are now, but could much bigger and can go underground with houses and the like. Inspiration of this comes from Rapture. Now for a mob..
Octopus, a mob almost identical of the squid, but a more purple-ish colored and are hostile on attacking, much like the Zombie Pig-Men in the Nether.
But to be honest, it doesn't matter if my ideas are used, just please bring some love to the ocean.
I like the idea, though on pirate ships I think it would be better if the "pirates" were reskinned zombies and skeletons. considering how the villagers are traders not raiders.

I wouldn't say this is a wishlist, but it certainly has been suggested before.
There's been dozens others just like it.
