The "Infinite" Chunk Loader replaces the standard files with a database of 16*16*256 chunks, which stack from the Nether to the Overworld and possibly beyond. This allows for a taller world and larger, more impressive structures. Some further ideas include:
Replacing bedrock at the bottom of the Overworld and the top of the Nether with a similarly hard material, so that it would be possible to dig to the Nether without ruining the concept of Nether Portals.
Mine-able with diamond pick only?
Update block IDs to a UTF8-like system, where the smaller IDs would require less memory space, but larger IDs are there if they are needed.
A height hazard, or perhaps space? The final chunk, impossible to pass without mods, which could then utilize the increased world height to add planets or similar space-like things.
Hard-wrap the "edges" of the world?
An option to limit the size of the world at, say, 12,000,000 blocks in each direction from the center.
Useful for servers where the administrator wishes for a limited world size (configurable).
No annoying Void to fall into, or giant bedrock walls.

No to the limited world size. There should be an option for it to be infinite. Because Notch wanted this game to be like Infinminer. But supported for the limit option and bedrock replace. No, wait, bedrock should itself be mine-able by a diamond pickaxe. Why replace it?

Because bedrock is supposed to be indestructible. Making it otherwise would break most, not all (though it comes close) adventure maps and some survival maps (see: Antfarm).
Space has also been suggested before. The general consensus is that it does not fit the game design. It would be rather pointless to have something unreachable without mods.
Had your suggestion mainly been about solving lag, I would have supported, but you wanted to (basically) remove bedrock, that's not a good idea.

OP, though you seem to understand what you're talking about, I do not like the idea; you do not need a method to enter the Nether without portals, it is the Nether, a "hell" so to speak, not the core, another dimension. A player should not be able to get to the Nether without a portal.
World wrapping has been suggested before, it would hardly be as useful as it seems, really, in my opinion.
