This is a relatively simple idea. Let us put books on book shelves. Presently it takes 3 books to make a book shelf, so why not just let us make the shelf out of wood and then add the three books ourselves? In addition, we could actually store our tomes on these library shelves. A gradual texture like:
Could also be used to show the shelves 'filling' up. Presently we have blank books, books you can write in, finished books and enchanted books. I actually write down my 'finding's and in-game information, make maps and etc... but my my libraries are in chests, despite an obvious alternative. Therefore I suggest bookshelves. Here's a mock up of what it might look like (using my texture pack, sorry about that)

Perhaps. I've taken a bit simpler approach and because of that, I believe a new topic is the way to go. I find your idea interesting, but I think its too complicated compared to typical Minecraft block behavior. Your idea turns them into--highly--customized decorative blocks versus a simple shelf for books. There's nothing wrong with that, but given the nature of the two proposals, I do not consider them very similar.
