In version 1.4, villager trading was nerfed to prevent trading the same thing repeatedly. This is a net positive for survival, but can get frustrating for adventure maps or servers. So i propose a game rule which would keep villager trades always the same. maybe "StaticTrading" or something.
NOTE: if I am unaware of a current way to do this in vanilla minecraft, do not hesitate to inform me politely and lock this topic.
You are able to make it so a villager can always trade the same thing, but you can't stop them from making new offers.(Unless you add an 'impossible' trade at the end.)
A better way would be to add a NBT tag to determine whenever or not the villager can make new offers.

Then while looking at a villager, type in /nbtedit
Then click the arrow next to the tag that says offers, then do the same for recipes.
Then click on one of the arrows next to a compound.
Click on maxUses, then click the 'I' at the top, then set the value to 2 billion.
Then click on both save buttons.
The offer will never run out now.
