Goats are only a replacement to cows, only for milk And other uses.

Yes, if your out of luck of finding cows for milk, and you spot some goats around, you can harvest them for milk! Also, goats can be killed for meat and wool.
Are they passive mobs? No, they are neutral, meaning if you provoke them, they will attack you tilting there heads down and their weapon as horns. 2 hearts will be dealt on and easy mode. 2/5 hearts are dealt on normal mode 3 hearts are dealt on hard mode. and on hardcore mode, 3 hearts are dealt.
On peaceful mode, they do not provoke you.
Where will i find these mobs? Goats will spawn in groups of 4-7 on any mode. Goats only spawn in plains biome, extreme hills biome and the forest biome. These mobs can survive another biome though, Though, if they fall in any body of water and the water is either 2 blocks or lower, they will drown and die.
Plus, killing a goat when it isn't provoked only gives 1-4 experience and when provoked, it gives you none. like wolves but do not attract other goats.
I also want everyone to know, they can be sheared and bred. Also, if goats be rare or not.
Add them to Mountain biomes too. IRL goats live in a lot of mountain-y or hill-y areas. Otherwise sounds decent. Make them not provoke in Peaceful though, hit one and you'd die in about 5 seconds due to 5-7 goats all swarming you.

Especially if you could shear the goats.

Totally not true, goats will be quite rare compared to sheep, cows etc.
And goats will most likely not give wool.
I support this (somewhat) on the condition that they cannot be bred or sheared.

Im not so sure if they can be sheared or bred.
So far, i think they can be bred like any other passive mob. (i.e chicken, pig)
Then I agree with Frog81. They need to drop less meat (or make their meat restore less) than a cow or pig. And I'd just drop the Wool bit, unless it was a rare drop on kill.
