Sorry. Completely unbalanced. The Ender Chest effectively increases your inventory at the cost of 8 obsidian blocks and an Eye of Ender. Any object they add that does what you suggest will have to be resource or XP expensive based on the value it has. Everyone wants a bigger inventory, but that's not how life works all the time.

I think it could be a good idea. Might to think it over a little. Pros: expand inventory at the cost of inventory slot (not double, 8 or 16 addition slots wouldn't be too unbalanced); cheaper than ender chest but not "cheaper" than a regular chest; Cons: Also drops with the rest of your inventory; could add a small speed debuff based on how many backpacks you are carrying (that might be a stretch); Features: can be dyed; can be worn in the armor slot to be shown off;
I think that the kind of backpack you suggest is over-powered but if you made only give you nine more slots and it took the place of your chestplate then I think it wouldn't be over-powered anymore.

It would be the second half of your double chest (Steve being the first half) and you could dye it for customization.
The recipe would be something like this:
