Players in creative mode should be able to easily modify villagers, so you can just right click on them to edit what trades they accept.
You should be able to select any amount of any item, and program a villager to accept it for any amount of any other item.
You should also be able to program villagers to grant any specific enchantments.
And you should also be able to program villagers to perform server commands when give items. You could do things like create a wizard mob that teleports players in exchange for money.
There should also be a few additional currency items added to the game, that cannot be obtained by players normally, and have no purpose unless you've ordered villagers to accept them. For example, Jeb could add rubies that cannot be obtained outside of item spawning or edited villager trading, so you can limit how many of them players can get, and how much stuff they can buy from villagers with them.
That way you could still have normal villagers that take emeralds, but set up shops of nicer stuff that only accept rubies you'd fully control the supply of and could make much harder to get.
P.S. And of course you should be able to toggle immortality on and off in villagers. No point in having a shop system if players can murder the merchants.
P.P.S. Might be a good idea to toggle villager breeding on and off too, so you're able to prevent regular villagers from appearing if you don't want them.
P.P.P.S. Just to clarify again, villager editing would only be doable in creative mode. It's so server owners have more control over their economy.

It's true that you can alter villagers already. But that requires a bit of work, it's not as simple as just clicking on them and selecting the trades. This should be made as easy as possible for people.
And I don't believe you can do stuff like make them perform server commands.

Go to SethBling's website, navigate though his extensive list of plugins, find the "create shops" plugin, install said plugin, go in game and put the desired trades in a chest, go into MCEdit and select the chest, run the filter.

I support this idea, I also would like there to be a way to edit spawners ingame so that you could more easily make a diamond sword wielding zombie spawner. It really irks me how all these mapmaking features were added to the game, but I still need external programs such as MCEdit to utilize them.
Don't get me wrong; SethBling's work is amazing, but this stuff should really be in vanilla Minecraft.
It seems a little sloppy to add all of this awesome mapmaking content and then make it only accessible through a barely-supported third-party program that doesn't even work on Mac..
I think all the new stuff (new potions, spawners, that new ghast customisation thing) should be easy to use in-game.

Right. Mapmaking is a huge feature of the game. You shouldn't need to stress out over it or download additional software just to take advantage of features.
And I think customizable villagers are important. Shopkeeper NPCs are a huge part of many games, and people should be able to use them for that.

Thanks! That's an old favorite of mine. A little complex to add, but I think it could do a lot to integrate adventure mode into regular gameplay.
Customizable villagers would also be handy for the challenge maps contained in that dimension.
To all "Program for this" people: Why bother with all the effort when Jeb can add this nice feature? Besides, third party programs are taboo here.
I think that basic map creation tools should be part of the Minecraft program. It's not like some custom mod that adds robot-dragons, that's cool but not really needed, it's a basic construction element for adventure mode.
I like it, but it would have to be restricted more than just being in creative mode - you would have to be opped as well.
(In SP cheats have to be enabled)
I always read posts by Regular Hexahedron, becuase even if I don't like the idea, they are always interesting and worth the read. I love this idea, especially being able to trade items for items. I think the villager breeding and immortality would be better off as /gamerule options though.
