let me start off by saying that this is my first post and I did search the forum to see if this was already suggested but I didn't see anything though someone may have the same thing with a different name. I also have no programming experience so some suggestions my not be possible. but here it is anyway:
Block overlay or block cover:
They cover one side of a block the same way that vines do.
They are crafted with leather and string, and maybe dye. like this:
L=leather
S=String
D=Dye
L S L
S D S
L S L
basically sewing 4 pieces of leather together and dyeing it whatever color you would like.
Suggested shapes:
Arrow (up down left right not bow and arrows) (right clicking would rotate)
Target (archery range? maybe dye with yellow blue and put on a red wool or something)
Stop sign
Skull and crossbones
Male and Female stick figures
Bat symbol
Light bulb
ban sign (like the no smoking circle with a line through it)

Shapes (circle for stoplights or triangles)
Basically like a painting but with specific shapes, designs, letters and such cut out of them them that would cover the entire side of a block except the cut out portion. you would craft them and maybe use the anvil to somehow choose the shape that would be cut out on them. This part I am not sure how it would work or if you could do it. like name it arrow and have it take on that properties somehow? Or maybe have an interface pop up like when placing signs so you can input key words that would correspond to the shapes (A, B, 3, square, target, bat). they could be placed on solid blocks and the cutouts would display the color of the block underneath.
Or it could be placed over a redstone lamp or glow stone. the leather would not allow any light through except where the cut out part was. It would be very cool if (it has probably been suggested) you could make a lamp by placing a torch in a glass block and the place a cover on it. (and the colored glass suggestion that pops up on the front page would make that even better.)
I think it would be cool for making signs, marking off areas and way points, decorating, or just for fun.
Sometimes, when a thread goes hours with no replies, it means that people don't share any interest or concern for the idea. This isn't always the case. I personally think your idea is right in the middle. Not horrible but not that great either. I'm not much of a builder/decorator in Minecraft, but I'm sure others might like your idea.

I don't think I'll comment much on the idea itself, however I should probably mention that the string in the crafting recipe should be replaced with leather (so the leather surrounds the dye in an 'O' shape. That way, the crafting recipe says true to the existing crafting recipe for item frames.

it would be more for decoration then anything but you could also use the letters to make signs that are visible from a distance or to easily mark off areas, I have a lot of things marked with signs but the lettering is to small to read unless you are right on top of it.

It is really just like a 1 block face sized painting, but instead of a picture it has leather (which can be dyed and is non transparent for light) and a cut out section that would display the color or pattern of the block underneath and allow light through.
I wanted to add the string so it would seam (no pun intended) as if you were sewing the 4 pieces of leather together to make it able to cover a block space, but the recipe is not very important so it could easily be leather around the outside of the crafting grid.
Some of these overlays I don't support, but most of them, yes. but make them entities like paintings so we can have more freedom as to where to place it.
Most of them I just thought up to try to get some ideas out there. have any suggestions on additional ones? I was think that they would be able to be placed on any block, I just used wool and redstone lamps to be able to have a noticeable color behind them to show that the cutout would show the block color/pattern/light output that was behind the overlay.
