Its not a bug since half slabs are not solid blocks so power wont pas through them. Redstone power is transmitted through redstone wiring or through solid blocks.
Learn your redstone before saying things. It is not a bug. Slabs are considered a transparent block by the game, which means that, similarly to glass, glowstone or stairs, they will not cut wires that are going up or down. However, just like glowstone and upside down stairs, it allows redstone to be put on top of it. As a result, the signal can go up without interference. The slabs cannot be powered by torches also because they are transparent blocks. So clearly "what you expected" was the wrong thing to expect, the wire is behaving properly.
