I mean, there aren't threads that are making a list of all types of commands. I found ones for adventure mode, command blocks, singleplayer, multiplayer, etc, but not an official, full command list. And how long one's been around has no effect on one's ability to make official threads.
I can see why the small suggestions thread would theoretically be the place for this, however I got though the whole first page without seeing more than one real, non-trolling suggestion, and it was from the creator of the thread. So I created this thread, specifically for commands, so that it (hopefully) would contain more realistic and specific ideas.
Also, thank you for not being a jackass about this.
EDIT: On to the second page now, one other real suggestion, and one from the global mod to keep the thread on track.

The small suggestions thread sucks and almost no ideas are even commented in it.
Here's an idea /placeitem [itemID] [amount] [Data Value] [X] [Y] [Z]
When used, if the item ID is a block, the block will be placed there, but if you add an amount it will appear as an item entity. If there is already a block in the coordinates, nothing will happen. Items will dispense on the written coordinates.
I wouldn't consider commands a "minor idea". However, I do see your viewpoint. I started this thread because "general topic" threads get nowhere. You don't see anyone discussing giant flower biomes, or the removal of redstone on this thread, do you?
Also, if anyone is wondering, we are currently at 35 commands total (and 3 arguments), 12 of which have been suggested by people other than me. Thanks everyone! I have wanted to see a good commands thread for a while, and I think this is it!

What I meant was, I consider any suggestion that has been thought out, worthwhile, and therefore not minor.
If you are meaning that, for example, Mojang just adding /lightning, to be a minor update, then I agree, however, obviously Mojang would not do that, as it is extremely inefficient to update with only one command.
So, to answer, no, it is not against the rules to post a single suggestion.

Probably a /Disable Enderman or /Disable Creeper command
To disable individual mobs.
Why/How is this not official? There are no other threads doing this, at least not for the full range of commands. I even added a poll.
Good idea. Will add that now, although probably just a "no spawn" rule for individual mobs, as we already have /gamerule mobGriefing. Thanks!

If set to false, blocks will not drop items.
If set to true, blocks will drop items.
If set to true then false, all drops disappear.
