Currently Wither Skeletons have 20 health, do 5,9,or 13 damage depending on difficulty, and also apply the Wither effect to you. They are one of the hardest solo mobs to fight but their drops, in my opinion, are awful.
The Wither Skull only has a 2.5% chance of dropping. That is the same as other rare drops but Skeletons and Zombies are significantly weaker than a Wither Skeleton They are also harder to make a grinder for as well since there is no water in the Nether. I think the drop rate should increase to 5%.
The Wither Skeleton's other drops are coal, stone swords and bones. Bones and stone swords are fine, but why is coal dropped? I don't know if there's some lore or background information I don't know about, but it seems like the only reason is because they're black. I think they should drop more of each loot after death because they are harder enemies.
Another idea is to have them drop Wither Swords, which are basically stone swords with Wither I, that applies the Wither effect to mobs that is hits, much like Fire Aspect. The swords would drop used but not as used as the ones from zombies. If used in an anvil, for a medium amount of xp a Wither II sword could be made, which would apply Wither II.
Their current spawn rates are pretty balanced. However, I think they should spawn more spaced out because it seems odd for a rare-ish mob to spawn in groups like other mobs do.
Should they spawn outside of Nether Fortresses? I think they should but not as commonly as in the Fortresses because they are Fortresses. However, Wither Skeletons should definitely stay in the Nether. They should not move to the Overworld unless through a portal and should never be in the End. The Wither Skeleton would not fit in any other world.
Actually it doesn't really fit the Nether either in my opinion, but it is the best of the current three dimensions for them. It isn't big enough if a deal to call for a Wither dimension or something though. 7

They really aren't very difficult, considering you can knock them back with a sword and kill them before they hit you, much like zombies, and they are helpless against an archer at range, also like zombies. I think they should have more health, maybe close to the amount of health an Enderman has. They just go down too easily to be a real challenge.
Wither Skulls drop at 2.5% just like any other rare drop. Part of me would like to see the drop rate increase just because it's very low, but I think uniformity is good in this case and I still think Wither Skeletons are too easily killed. As for extra drops on kill or removal of coal, I think it's fine as-is. Coal is important to have in the Nether, as Ghasts can ruin portals and Fire Charges can reignite them.
I'm not sure I'd like to see Wither Skeletons spawning everywhere in the Nether. If they did, the out-of-fortress spawn rate would have to be pretty low, even less than Endermen.
I do highly agree with the idea of a Wither enchantment, or rather, a way to inflict the Wither status in general. As of right now, the Wither status effect can only be applied to players. While I really agree with a Wither enchantment, I also would like to see wither potions (both normal and splash). It only makes sense that it becomes available to the player to use, as just about every other status effect is.
I also like the idea of Wither Skeletons having a rare drop of wither-enchanted stone swords (not Wither Swords, which sounds like a bad idea in my opinion, and slightly senseless). It would give the player extra incentive to seek out Wither Skeletons, and would be a good way for the player to get an enchanted item that would be balanced, considering the Stone Sword is fairly weak and the player would not have to go through as much to obtain it as he/she would by enchanting their own item.
One thing not mentioned here are spawn eggs, and the Wither Skeleton definitely needs one. Cave Spiders (and Spider Jockeys, though rare) are variants of Spiders and they have their own spawn eggs, and as of right now there is no way to get a Wither Skeleton into the Overworld in vanilla Minecraft without pushing them through a portal. Hopefully, at bare minimum, these will be added, as I can see them being used to great effect in custom maps.
Hm... I like all but the skellies spawning outside of Fortresses. If there was a higher skelly spawn rate in fortresses, I'm certain the spawn errywhere wouldnt be needed.

I think it should be more common since Nether really isn't much of a challenge.
The only scary thing are the Blazes but those are locked with their spawners.
So since wither skeleton came out, I surely would want the Nether to be more challenging.
