This idea is mostly about being able to personalize your world to your tastes. If this suggestion was ever implemented officially (or even as a mod), you would be able to adjust sliders and check boxes to increase, decrease or entirely disable things, like individual biomes, ocean bodies, mountain heights and even features such as villages and ruins.
As an added bonus, this would somewhat eradicate the small (or sometimes large) group of people who complain about some elements, by simply giving them the option to disable it. So let's see what this is all about.
-Options-
Mainly, biome sizes could be adjustable. Depending on how you select it, a world would have more or less of a type of biome. For example, the percentage does not express how big the biome is, only how much of the world in relation to the other stuff it occupies.
-How would this innovate? Sometimes a player doesn't like deserts so much. Some dislike snow. Others love swamps. With this option a choice would be possible.
Second main feature is floor height. By default it would be what we have now; then you can adjust if you want the surface higher or lower. Want to build a sky city? Put the floor down. Want to build an underground world? Put it up.
-How would this innovate? Well, many said back when Anvil was added that it was pointless if the underground space wasn't increased as well. Controversily, a lot of people loved the extra space for towers. This slider would satisfy both groups and each world could be suited to current needs of each player.
-Additional options-
In addition to the generation slider we can have check boxes to fine-tune the world as the player likes it. These could be, among others: villages, ruins, dungeons and weather. The first three are virtually the same thing as the "Structures" option in normal worlds, but separated in parts (ie. you want villages but not strongholds).
The weather option is to turn rain/snow on and off. Perhaps this would be only useful in Creative and Adventure maps. *I also entertained the thought of having Enderman blockpicking be turned on/off as well. This could be useful for some if you don't want dirt or sand missing from your builds yet don't want to turn all mobs off. This would work the same way as Jeffrey6978's mod. We can discuss this idea on the topic.
-Possible questions (and answers)-
First and foremost, how would seeds work with this? Same way they do now. To put it in perspective, if you load a preset, a specific seed will always result in the same world with that preset. Changing the settings will not alter the seed itself, but only the specific world.
Another question some may have is how does this work to Mojang. Wouldn't it be too complex and require altering the whole world generation code? Not necessarily. Biome and height sliders are more simple than they appear. For biomes, it merely requires that, for example, deserts take some of the space forests would usually have. And for height, the max map size would simply determine the top for the surface, for which the world generation would simply scale up or down to suit.
-Important note-
I should also probably mention this is meant as an option, not a replacement, so the basic world creation would still be there, and on that page a button to the expanded, advanced world creation. If anybody just wants classic, randomized worlds, it'd be the same.

I have been trying to push back the 'Boring terrain' thread as much as I can, but I gave in recently due to the massive amount of supporters. I did like how Dinnerbone said that world customization is considered because some stuff happens:
I want a normal survival mode. I spawn in a Tundra.
I want to make an adventure map. I spawn in Taiga.
I want building space. MOUNTAINS, OOOOH NOOO!
I want mountains. Oh well, plains.
And I love plains, mountains and forests. I hate Taiga and Tundra, and I nearly always end up in one.
There could be stuff like 'Ordinary' mountains option, which have normal hills, and 'Epic' that have overhangs, dungeons, caves, floating islands, villages...
