The problem:
The problem with the current protection system is that protection 4 armor is just as good as protection 3 armor.
The other problem is that protection defends as much as fire protection.
This is because of the way the protection enchantment works.
Basically armor with protection on it adds a certain number of EPF(enchantment protection factor) points.
Protection 1 provides 3 points, protection 2 gives 5, protection 3 gives 7, and protection 4 gives 11.
However, EPF points are only useful until you get 25 of them, any points after them are wasted.
This means protection 3 armor(28 EPF) provides as much protection as protection 4(44 EPF).
Protection 4 if still useful, but if you have 3 protection 4 pieces, why bother with the 4th?
Fire protection only provides EPF points with fire damage, but it doesn't give more EPF.
Projectile and blast work in the same way, but feather falling provides double EPF.
And it uses the same cap so adding fire protection 4 to 3x protection 4 armor won't do anything.
This is why the enchantment needs to be changed.
The idea:
Instead of the system before, we should have a new system where protection 4 armor is better then protection 3 armor and where fire protection does better against fire damage then normal protection.
First the damage will be reduced by the armor itself, then it will be reduced further by the protection enchantments as described below.
Full protection 1 armor will absorb 30% of damage, so you only take 70% damage.
Protection 2 armor will do this effect twice(70%^2), so you take 49% damage.
Protection 3 armor will do the effect 3 times, so you take about 34% damage.
Protection 4 armor works the same way so you take about 24% damage.
Every piece of armor is separate, so protection 1 will absorb 7.5% of damage per piece and protection 4 will absorb 19% of damage per piece.
The formula for damage reduction per armor piece is below.
0.25(1-0.7^level)
A full set of fire protection 1 armor will absorb 50% of fire damage, with higher levels working the same way.
If you mix and match enchantments, whey will work independent of each other.
If you have one piece if protection 1 and 1 piece of fire protection 1, 7.5% of normal damage will be absorbed, but 20% of fire damage is absorbed. Simple version:

Fire protection 1 reduces the damage by 50%, but only with fire damage.

Full protection 4 armor is better then full protection 3 armor, like it should.
You can create 99% damage reduction armor using external tools.
Fire protection is no longer a weaker form of protection.
Should be pretty easy to code.

I'd advise against that. Mods have no problem issuing at least an informal for bumping (You can take my word for it, I handed out my fair share when I was staff).
On topic though, The only thing I have against this is the fact that you seem to be assuming that people will always have all of their armor at the same protection. If I have 3 items with Protection 1 and a fourth item with Protection 4 it means I have 20 EPF. If that Protection 4 was a Protection 3 I'd only have 16 EPF. You can actually hit the cap with 2 Protect 3 items and 1 Protect 4, so you wouldn't need to enchant that last item at all.
So Protection 4 is only "as good" as Protection 3 if you are comparing a full set of Protection 3 (or 3 items of Protection 3 and one of Protection 2) to a full set of Protection 4. But because that requires extreme amounts of luck or some hefty levels used on the Anvil to combine Enchantments, Protection 4 is very useful in normal gameplay.
That being said, your system doesn't change those facts and still makes it better than the current system. So I support. I just had to point out a hole in your logic about Protect 4 being pointless.

If I have 3 items with Protection 1 and a fourth item with Protection 4 it means I have 20 EPF. If that Protection 4 was a Protection 3 I'd only have 16 EPF. You can actually hit the cap with 2 Protect 3 items and 1 Protect 4, so you wouldn't need to enchant that last item at all.
So Protection 4 is only "as good" as Protection 3 if you are comparing a full set of Protection 3 (or 3 items of Protection 3 and one of Protection 2) to a full set of Protection 4. But because that requires extreme amounts of luck or some hefty levels used on the Anvil to combine Enchantments, Protection 4 is very useful in normal gameplay.
That being said, your system doesn't change those facts and still makes it better than the current system. So I support. I just had to point out a hole in your logic about Protect 4 being pointless.
