So with Spawner Eggs and Command Blocks, we seem to be gathering a few Creative-only "tools" for more efficient world editing. I thought one cool tool would be "Biome Paint". Biomes are saved separately in each y-column of the terrain, which would make editing them a snap. Biome Paint is applied to a single block in a column, and it changes that column to be of the chosen Biome type. So you could turn a swamp into a desert with several applications of the paint. Note that this doesn't change the block types, or anything. What it DOES effect is precipitation (Snow in Taigas and Snowy biomes, or none in Deserts), mob spawning (Hostiles don't spawn in Mushroom biomes, for example), and grass/water coloration. This would mainly be useful if you want to fix miscolored patches of grass, overhaul an area you're making swampy to be an ACTUAL Swamp, and make certain areas get snow when they normally don't.
The items themselves would function similarly to Spawn Eggs in their use, being right-clickable and all.
This seems a bit odd to add a new item, why not just have a new commmand added i.e /biome set Desert
I would rather use an item instead of a command. And think about how long it would be to change the biomes of each of the blocks you want. It would take ages to do that, if you use the OP's example of actual swamp.
This would be great for adventure maps if the author wanted to have rain turned off (desert) or mob spawning turned off (mushroom) for a certain area of the map! Great Idea!

Well, the goal here is to allow things WITHOUT the use of third party programs. The rules of this subforum specifically say that "there's a mod for that" is not a valid reason to disconsider a suggestion.
Also while server commands can disable mob spawning, that's universal to the whole map. Biome modification would let you create "safe areas" that never spawn mobs no matter how dark they are or what horrors are lurking outside it. Of course if the ability to use Mob Spawners goes through, we'd have ways to make "unsafe areas" in a "safe map" rather than "safe areas" in an "unsafe map".
But yeah, a faster way to change massive biomes would be nice too, though I can't imagine how without being clunky. As long as precision modification is available like I suggested.
Hmm... it would be interesting if Biome Paint could work in a dispenser to treat a radius.. (perhaps a radius equal to how much is in the dispenser stack? A single tundra paint makes the block in front of the dispenser get snow, while a stack of 64 turns the 64-block radius snowy)
Then adventure maps could swap a region's biome on the fly.
I like this idea a lot. There should also be paints that effect a larger area. Such as paints that effect a 3x3 or 16x16 area along with the paint that effects a 1x1 area from what I read.
