I am not a programmer or anything near it, and I approach this topic from that standpoint. I love the idea of some of the mods that people make for this game, and would love to imlement them, but a lot of them are either so complex that making a small mistake during installation causes minecraft (or the mod) to fail, or it conflicts with another mod, or when the next Minecraft update comes along it doesn't work anymore and the developer has to do so much work updating the mod that it either takes a long time to get a new update or they just give up on it. My suggestion is some sort of SDK (or similiar idea, if anyone has a better one) that will allow modders to change what they want, prefereably with an accompanying setup wizard program that modders can use to make installation automated.
The modding API is most likely easier and better to use, I myself plan on making some mods with it if it's easy enough.
