The problem in snowy biomes is we get these weird snow-less circles under the tree that look completely unnatural and are distracting. Can we change it so that when snow detects a leaf block on a chance to apply the snow-covered block effect, it also searches down for the next empty block; if the next solid block after that is a leaf block, it notes that and keeps searching down; when it finds the first solid, non-leaf block, it stops searching. Once it has registered all of these blocks, it applies snow to one of them at random; so, after enough time, all applicable leaf blocks have snow on them, but so does the first solid, non-leaf block? This would create MUCH more realistic looking snowy areas.

Why not just make snow-cover creeping within the biome, like ice, vines, mushrooms, etc? That way it would naturally spread into the empty spaces gradually.
As for other transparent block/snow interactions, this is one of the few times I'll suggest just using OptiFine.
