You can set gravity between 25% and 200%. A low gravity means you will jump higher and take lesser fall damage. High gravity makes it difficult to jump up a block and fall damage is increased. Wither and Ender Dragon will struggle to fly. Because of the gravity, they take damage from fatigue. As a result, they can't fly higher than 5 blocks above ground. This applies to Blazes as well.
Gravity also affect knockback distance. Low gravity increases distance, high gravity decreases distance.
Gravity affects arrow distance. Gravity affects the speed of falling sand and gravel. Completely affects damage by anvil.
Gravity that can be set: 25%, 50%, 100%, 150% and 200%.
Effect of gravity
25%: Fall damage is reduced by 75%. Minimum fall distance to take damage is 13 blocks. Knockback distance is quadrupled. Jump height is quadrupled.
50%: Fall damage is reduced by 50%. Minimum fall distance to take damage is 7 blocks. Knockback distance is doubled. Jump height is doubled.
100%: Normal gravity.
150%: Fall damage is increased by 50%. Minimum fall distance to take damage is 3 blocks. Wither and Blaze will struggle to fly. Knockback distance is reduced by 33%.
200%: Wither and Blaze is unable to fly due to gravity. If you're on fly mode, you will slowly move down towards the ground. Fall damage is doubled. Minimum fall distance to take damage is 2 blocks. Will damage Ender Dragon if flying above 20 blocks due to fatigue. Knockback distance is reduced by 50%.
Well, at least this isn't a "all blocks should fall!" thread, but I can't see this being used much. It might work as a mod, but I don't see this as being good enough to warrant an entirely new game mode.

Do you even realise how difficult it'll be to code? The effort to make it would be much greater then the profit of it, so I personally think this is a bad suggestion, sorry. No support.

This actually wouldn't be that difficult to code. It would take a bit of adjusting of arrow flight algorithms, adding in fatigue and damage and flight patterns for the enderdragon/blazes, and a few other things. Compared to some other ideas, this one isn't very programming intensive.
I still think it is a bad idea, but still. Like the pinned critic thing says, don't shoot down an idea for programming difficulty unless you have a masters in Oracle and Java and have looked extensively at how minecraft is coded.

First of all, it's world type so default is still available. Gravity adds a new aspect of challenge. There's advantages and disadvantages of higher and lower gravity.
Gravity wouldn't be a world type, it'd be a game setting. World types are settings that determine how the world will be loaded and built, and gravity is an unseen force. This would be awesome as hell if it were a cheat, but wouldn't land so good as a vanilla setting.
