Cushioning Blocks essentially behave like fluid, except they do not "flow" the way water might.
They cancel some amount of fall damage and you can swim through them, but they're not water or lava or anything.
Some blocks that might have Cushioning properties:
Hay (crafted from 4 wheat)
Leaf Litter (4 leaf)
Snow (you know how to craft snow, jeebs)
Bone Dirt (2 dirt, 2 bones)
Okay, this one might need some explanation. Bone Dirt is dirt decorated with bones! Put it on the ground with some stones in front, swim up out of that stuff, and boom! YOU JUST ROSE FROM THE GRAVE, PILGRIM.
Think of it like soulsand, maybe? Walking speed decreased, as if you were moving through it, not over it. I think hay would be cool, especially as an aesthetic.
