So plants like tree leaves, grass, and vines change their color depending on the bioms they're in. A vibrant green for plains and forests, a duller shade of green for taiga, a darker green for the extreme hills, the yellowish green in deserts, the dark dark green of the swamps, and the bight shade of the jungle biomes.
But what about other blocks?
Dirt could be effected too.
In forest biomes the dirt could be a darker richer shade of brown, and an even richer loam like soil in jungles. The swamps could get an even darker, almost peat like color. Deserts could get a drier, dustier looking dirt.
Sand could also get other colors too, perhaps a warmer shade of red-orange for deserts. Along with stone getting a more orange-ish shade for deserts.
I'm open to suggestions, overall I just believe Minecraft could use more diversity in its colors.

Oak could have a frosted look to it in snow related biomes, a darker color in extreme hill biomes, maybe a dry, sandy color in desert biomes.

The problem about that is, now especially since logs can be placed sideways, some people like to use them for a hardwood floor effect, and making log cabin style houses, and I don't think I'd feel as cozy in my cabin if the walls were icy. I'd prefer to stay away from coloring blocks commonly used to build with, the orange-ish desert stone could be a seperate block from normal stone to fix this maybe.

mabye mobs change based on biome too. idk.
That wouldn't be possible, unless they're variant mobs. Besides, we're talking bout' blocks.
