With this store, developers can now easily submit mods to the "Mod Store" and have them be easy to install. Mojang can approve these and submit them to the store.
There can be a
"Featured" section
"What's Hot" section
"Newest Mods" section
And, of course, a search bar.
To install a mod on the store, all you need to do is click on the mod to get a description, and click "download", or "add to cart". Should be clear what those do.
The texture pack store will simply be another tab. However, when you download a texture pack not supported in Vanilla, it will check if you have the mods needed. If you don't, it will alert you that it will either:
"May crash your game",
"Some features will not work",
"Some features are optimized with this"
With each of these, a download link to the mods will immediately send you to the mod store post for that mod.

Nah, I really don't agree with this. First of all, It would really annoy people who've been using texture packs and mods for a long time. "oh now I have to pay for it? NO"
If minecraft was free to play, this would be an amazing idea for monetizing it.

But minecraft makes its money on sales, not mods.
Alright. Both of you said similar things, so I decided maybe it is best to have it free. So, I updated the OP for free stuff, and got rid of the paid mod idea.
Now that you mention it, paid isn't going to end up being very good.

Should be something like a free access store that downloads them to your appdata.
For example, look at steam workshop for skyrim. Totally free, all you get for uploading a mod is fame (which is fine IMO).
